Mathews had done night and weekend janitorial work in high school, so he was familiar with the types of products carried by a sanitary supply company. Sunny View provides janitorial and rest room supplies, including paper and cleaning products for businesses and institutions of all sizes. As Mathews put it: "anything that helps keep a facility clean and sanitary." Mathews' current clients include a charter school, an area school system, professional offices, auto dealership car washes, churches, restaurants, laundromats, and a fraternity house at Michigan State University. Sunny View is currently a one-man operation: Mathews runs the office out of his home in Mason and warehouses all his products in Lansing.

THE CITY OF OKLAHOMA CITY NOTICE TO BIDDERS Notice is hereby given that The City of Oklahoma City will receive and open sealed bids for the construction of: Snow and Ice Plowing and Removal Services 1996/97 in the Office of the City Clerk, 2nd Floor, Municipal Building, 200 North Walker, Oklahoma City, Oklahoma 73102, until 10:00 a.m., on the 29th day of October, 1996. Bids shall be opened at the above stated time for receipt of bids or as soon thereafter as practicable. Bids shall be made in accordance with this Notice to Bidders and the Bidding Documents which are on file and available for examination and may be obtained from the Office of the City Clerk upon a deposit of $N/A per set, all of which will be retained by the City; however, said deposit will be refunded to any bidder upon return of the Bidding Documents in good condition within seven (7) days after bids are opened. The Bidding Documents are incorporated herein by reference. Bidders shall be prequalified for the specific type or types of construction, as provided in the "Standard Specifications for the Construction of Public Improvements." Unless such requirement is specifically waived in the Standard Provisions or by action of the Council, the City Clerk shall return submissions from prospective bidders who are not so prequalified. Bids filed with the City Clerk in his office shall be publicly opened in Room 408, Municipal Building, 200 N. Walker Avenue, by the Bid Committee consisting of the Purchasing Agent, the City Clerk, and the City Auditor or their designees at the time stated above or later. A contract based on such a bid may not be awarded until the bids have been on file for at least forty-eight hours. All bids timely received shall be considered by the Council prior to a contract being awarded. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. The City of Oklahoma City reserves the right to reject any or all bids and reserves the right to waive immaterial defects and irregularities. Bid Security in the form of a cashier's check, a certified check, or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Bid Securities will be returned to the unsuccessful bidders. The bidder shall only use The City of Oklahoma City's Bid Form and affidavits or photocopies thereof. All forms must be signed and all affidavits sworn to and notarized. All bids shall be typewritten or in ink. Bidder shall file the bid in a sealed envelope. Each envelope shall bear a legible notation thereon that it is a bid upon the project proposed and the name of the bidder. The successful bidder shall deliver the executed contract and bonds together with the certificates of insurance, all as required in the Bidding Documents, to The City no later than seven (7) calendar days following The City's award of the contract unless that time is extended by the City Engineer. The City Engineer may issue addenda as may be necessary in the best interest of the public and The City of Oklahoma City. Addenda may amend the date and/or time for receipt of bids or any specification, item, document or requirement in Bidding Documents upon notice to all prospective bidders who have signed the Bidding Documents Receipt List for this project which is kept in the Office of the City Clerk. Pre-Bid Conference: A pre-bid conference will be held Wednesday, October 16, 1996, at 10:00 a.m., in the office of the City Engineer, 420 West Main, Suite 700, Oklahoma City, Oklahoma 73102. Bidder's Obligation: The bidder shall attend the designated pre- bid conference to be eligible for opening of the bidder's bid by the City Clerk.
